Who owns the moon? The answer is found in the outer space treaty of 1967, signed by the U.S. and 97 nations. Signatories agree that no one owns the moon, there are no governments, no courts. There's one big rule: no weapons of mass destruction. What?! Put it back, Buzz. So when NASA builds its permanent base near one of the lunar poles, nothing that happens there will be subject to American law. No one has jurisdiction? There's no government! Finally: a reason to explore! There isn't even air! Even better! Yay for Guantánamoon!
