Narrator: Proconsul Duke talks to Panama's new "Public Force." Duke: The important thing for you to remember is that in the new Panama, you gotta go by the book-- our book! Now, I don't like it any more than you, but that's the downside of a real democracy-- for some reason, criminals have rights! Student: What kind of rights, Proconsul? Duke: Um... well, for starters, you can't do anything cruel or unusual. Student: But your soldiers made Noriega listen to rap music for a week! Duke: That was still part of the invasion.
