But Starr knew Clinton was in too much denial to back off the initial lie, so he simply heightened its seriousness by having him defend it before a grand jury. Thus did he criminalize Clinton's private behavior. And thus was his report transformed into personal payback for all the years he'd wasted failing to bring down a president he loathed!
