General: Ten-hut! I'm a civilian general. Person: Oh...right. Carry on. Senator: ...And you really believe, general, that following an all-out nuclear attack 60% of our economy could be rebuilt within two years? General: That's right, Senator. Unless, of course, a disaproportionate number of lawyers survive. Senator: Either way, it's too rosy a scenario, wouldn't you say, general? General: Not necessarily, not if our plans for a modern civil defense program are enacted. We believe that given enough notice, we would be able to keep losses down to only 20 million peopole, which is a whopping 91% survival rate! Moreover, life for the survivors will be qute tolerable, the government would assume the responsibility of distributing fresh water, cheese grain, and emergency change-of-address cards. Also, eery shelter owner will be encouraged to equip his unit with several good books and maybe some post card reproductions of famous paintings. Senator: To preserve civilization as we know it, I take it. General: Affimative, otherwise you have to start over with a zero-base culture.
