Henry Kissinger: Now, let me give you one final example of detente being sabotaged at home. By 1974, I had persuaded Moscow to permit unprecendented numbers of Jews to emigrate...but then Senator Jackson forced a bill through tying trade with emigration! The Soviets angrily cut back! What can we deduce? Barney: That the Soviets don't mind being bribed, but they hate being blackmailed? Kissinger: That is correct. Barney: Hey! I got one! First time out! Zonker: Wow...I would have deduced that Jackson was a nurd. Kissinger: That would have been correct, too. Barney: And I've always been afraid to contribute in class! Zonker: How 'bout that, man?
